There is only 1 way to get the 1k voices, you must raid. You want the last word, finish the quest. I suck at pvp and I completed the steps so I am fairly confident it can be achieved by nearly everyone. Not every game is a chose your own adventure, sometimes the game makers make the game as they see fit and we just have to play it.
