It’s been that way since D2 first came out. You’re confusing D2 with D1.

Seriously! Why even have them as an option?! Have I really missed this for this long?! I know Bungie can be inept but this takes the cake

You must have missed it. Grenade, melee damage and ability cool downs were dramatically reduced with D2. They’ve since been buffed (along with weapons), but still less powerful than D1.
