If you bought the deluxe edition you should have both year 1 expansions.

I thought the same thing, but I hit level 30 and it said “you’ve reached max level”

That’s the max level for Warmind. CoO max level is 25. Was the Deluxe edition purchased with the same account that you are trying to purchase Foresaken with?
