The problem with your point is first, they made no statement about exactly what they mean by that. If they don't say specifically "yeah we're going to ditch the idea of consumable shaders in favor of unlimited use shaders" then that's not what they mean. You are taking habitual liars at their word, but worse than that, you are taking habitual at their word to do something they didn't even tell you they were going to do. What you "hope" they will do and what they've actually demonstrated they plan to do are not connected.
Bungle has through the history of this series made vague implications to get people off their back without ever actually delivering on what people expected. The point is. "Say something because people are pissed, make a token consession as long as it takes little to no work, and let the fan boys act like you made everything right as rain even though you basically did nothing". They've done it over and over, and why you would expect them to change now... I don't understand.
Here's the deal. Here's why they could fix this by next tuesday. Easily. Put out a patch. All shaders currently in inventory are set to stacks of 500. Remove the counter so that people can't see how many shaders they have. You can still gain more shaders adding to the stack but you can't see them. Shaders can be moved in and out of active inventory to vault. Breakdown of shaders is disabled. There. From all surface observation, you've resolved the problem entirely. Because nobody is going to burn through 500 shaders in a month or two. That gives you time to put out a real fix that actually does what your bandaid patch made it look like you had done. It sounds complicated, and relies heavily on players not being able to see what's actually going on behind the scenes, but if it were their actual goal, it would fix the problem until it can be officially resolved.
It would take them literally no effort to do this. None. As in. They could have a patch for it ready tomorrow except they don't work on weekends. The fact they aren't doing that means returning shaders to their original role is not what they plan on doing.
