I am really growing tired of Bungie.
Yet again Xur has nothing that I can purchase that I don't already have. On top of that you have issues with the Nightfall and many other things in D2. You would think for a company like Bungie they would know how to program a game. Especially after the issues with Destiny 1. If things do not improve soon I will not be buying any more of Bungie's games.

You will have to give the game time as everything is ironed out. D2 of today will be different from d2 6 months from now. Bungie had to lay the base of the game down, get players in it and adjust according to data. This is something they have always done. But if you grind the game, xur has always been useless except if you were short on exotic shards. Xur is basically like psplus or live with gold at the beginning of a console generation... just not much to give currently, but as time goes by and more items are added, his inventory and purpose will grow and evolve.
