This might have been said already, but I was talking to one of my friends who agreed that Bungie is possibly trying to stop 3oC use with SRL. You can pop one 3oC before a match and then a 2nd one in that 10 second window after the match ends....which if I'm not mistaken can help you net possibly 2 exotics. I would assume that once the Dawning ends Xur will have the item again for sale but only time will tell.
