That's exactly what you're asking for. Free progression, free new gear, and the ability to contend on the level of players who paid for the expansion. No game works like that. The fact Bungie did that to a small extent with TDB was a handout. And anyone without TTK can still get new exotics. They just can't use them. Fact is, if players want new gear, new levels for characters, or any benefits of the progression added in the expansion, they need to buy the expansion.
