Throwing knives can't kill in one hit, even to the face with incendiary, and require aiming so not really

The only melee that's a one hit kill (whether the person has full health or not) is Shoulder Charge. The melees that set you on fire won't kill you unless you have additional damage.

Well you have to note that throwing knives aren't really a cq melee

Sun singers have a melee that's sets you on fire, can burn longer, and give you an overshield
