Ok two thing it is a melee BUT for this poll I see why it didn't count

Shoulder charge doesn't count as a melee

It sure as hell does for bounties and kill feed.

It doesn't have a cool down like the storm fist. Which is one of the worst melees in the game. That's why strikers get access to shoulder charge.
