If light level is the only thing you care about in this game, you don't understand much about this game. There's stat rolls, weapon rolls, and armor perks. Those are all infinitely more important than light level because you can always get something that's max light, and put it into something that's actually well rolled.

My best guess is that loot from packages will drop up to 5 light below the max light, like how it is right now, so with RoI, that will be 380 most likely.
