Got to Vanguard rank 4 today
After finally leveling up again, I got the most amazing rewards! I got a whole two mother-focking ascendant energy! Thanks vanguard!

So, it's been 48 levels and counting of no legendary item in the mail. And this is after ranking up 6 times, since the patch to "improve" the chances if legendary engrams from him.

Think I'm about to hit lvl 10, maybe 9 I can't remember. I'd be higher if I hadn't got dead orbit to 5 or something. Anyways it doesn't get better, the rewards. They are just random, everything is random.
