Of course the man could be playing the Cabal for fools or vice versa and they are each using the other to further an agenda, but what's the agenda is the question is it not?

All good points. I will take these ideas with a grain of salt. It is an effective strategy to mislead your readers in a story. I do believe that each party's own interests are in mind and they don't fully trust each other. I imagine many secrets are kept between them. Yes, Hope, haha.
