Hi! I recently found my Destiny 1 account which had at least one character above level 20 before the cutoff date in 2017. I logged in to Destiny 2 with the same account within the same console family (played Destiny 1 on Xbox 360/One and logged in to Destiny 2 on Xbox Series X) and saw the achievements cutscene (the one that lists your achievements in D1). However, following that cutscene it prompted me to make a new character instead of showing me my Destiny 1 character which (to my knowledge) should have been imported. Is there something I missed? Will I retain my Destiny 1 veteran dialogue in Destiny 2 even if I create a new character? Let me know if you need any more information or more details.
