That and reducing ammo overall might be a good way to add difficulty to the game in different ways. I'm not sure because I haven't played almost at all but last time I did it seemed like the enemies were tankier but heavy ammo was raining from the sky so with stuff like that and with infinite primary ammo a lot of things risk making it so if you wait long enough youll win.
