I hope is does get a buff. With Divinity out of the picture now, getting crits constantly will be tougher, and in turn should be more rewarding.
Damage should be a slight buff. I see Levi as a great balance between burst damage and total damage. The performance will boil down to the user. 25 Arrows is sufficient, before someone opens their mouth, that's the hard cap on Linears, don't try it.
5-10% damage increase, 25 arrows, perfect.

As your friendly neighborhood Div -blam!- since Season of the Worthy, I can confidently say that people don’t really notice a difference. It’s still free crits for my team and a 15% debuff on all bosses, as well as longer duration than any other debuffing weapon/ability. Still feels great to me.
