If this [i]was[/i] a visual motif found primarily at the New Pacific Arcology that on Titan, I would imagine the design could have been created to invoke Saturn’s many moons, without attempting to be especially precise about their numbers, sizes and positions relative to Saturn.
I say this as many of the Menagerie ornaments feature a prominent white dot at the center of the black dots (Sturm’s ornament meanwhile features an implied dot at the center of the design, made visibly apparent due to the glow of the surrounding dots).
I could not find any clear correlation between the numbers of dots in this design (generally 36 outer dots surrounding the central dot) and any particularly noteworthy groupings of Saturn’s moons (of which there are currently 82 [i]confirmed[/i] moons with orbits that are not embedded within Saturn’s rings, per Wikipedia), so I would again surmise that such a choice would have been made as a general allusion rather than a statement referring to a specific subset of moons.
Of course the design could be referencing something else entirely, but that’s the idea that springs to mind for me.
