This is a theory of mine as well. I believe that Lakshmi will get FWC kicked out of the consensus and in a later season, probably not next season, lysander and the Concordat will show up since there will be an opening in the consensus.
Also in season of dawn we learned that the Concordat was right about the speaker.
Game wise, this could also be why bungie has put factions on hiatus and why FWC gear has been added to the loot pool since if the factions do return and concordat replaces FWC, then there will be no way to earn their gear.

Here’s the thing though, the Concordat is banned from even stepping a foot into the city, however, quite a few of its members joined FWC…

Just cause they are banned doesn't mean they cant get in. Hawthorne used to sneak in all the time and then there was the fallen that sneaked in and set up shop in the old city back in black armory. I think if anything they will be on friendly terms and since they've been away from the city, they could be the only faction not corrupted by savathun

But they wouldn't be invited into the consensus. The consensus is going to change drastically after this season, if the city still has one after this season.

I'm sure they probably with still have a consensus since all the factions support it.

True, there’s a lot of possibilities, though I’ve always have thought of him as an agent of chaos since he wanted to overthrow the speaker.
