The pre-order items only show up at Rahool on the first character to visit Rahool. Once collected you can't collect them again from Rahool.
Regarding the emblem not being available from Collections this is a known issue Bungie is investigating.

I didn't realize they were only available on the first character. Do you know why I don't see a pack under "ready to install" to download for the game? I see that there is supposed to be one under the known issues that I have to download, but i don't have one to download. Thank you very much for your assistance.
