Shaders have to have been in your inventory or vault when Collections was implemented to be "discovered" and able to be reacquired. Just like how new shaders aren't discovered until you dismantle the item they're applied to, having the old shaders on your gear doesn't count. You also can't get year one shaders back if you dismantle the item, so unfortunately there's no way of getting some of these shaders again.
