I wouldn't mind if the collections tab would give you a randomly rolled weapon, but at a HIGH cost to help prevent people from just getting the gun, then spend the next few minutes shard farming it for the perfect roll.

A random roll featuring only the perks you have already seen on that weapon. If you have, say, a Blast Furnace with Meyrin RDL, and kill clip, but you also have this other one is this garbage roll, except it has Feeding Frenzy... You can scrap both, and spam print from collections until you have all three perks on one gun. Maybe it'll be your first try, maybe you'll run out of legendary shards trying.

I hear you. I would rather collections would allow you to purchase the weapon frame so you could farm for rolls. For me farming feels better than token dumping. However, the frame would need to be super simple. 1. Get 100 kills with an auto-rifle (assists count as 1/2 kill) OR Get 20 kills in crucible (assists count as 1/2 kill) And that's the entire frame. Kill counts could be tweaked for weapon type and what not.

Interesting idea. They might even give it to Ada so that we would have more of a reason to go back and run forges again.
