Remember House of Rain made the prophecy of the Kell of Kell's. House rain was a old house like the Kell of Kings. Variks leads the house of Dusk-, standing as Kell of Kell's. Looks like to me he is honoring the prophecy by taking the colors, but not the name for the entire house died off. He was part of House Judgement, kind of like an advisory position. Now when an entire house dies, the name can not be taken again. I believe Variks is going to do some endgame because just the name of Dusk. But that's why I believe he took the colors.

Variks is currently styling himself as the Kell of Kells under the banner of the House of Judgement not Dusk.

He’s named himself Variks, the Kell. He has not claimed the title of Kell of Kells or Kell of House Dusk because he isn’t planning on being Kell of any individual house or group of houses. He’s looking to be a leader to the Eliksni as a species. The Kells are all gone as far as we know. Craask was the last of them and it was heavily implied that he died at the hands of Uldren and the Fanatic. To be Kell of Kells, you’d imagine that there would have to be more than just the one, hence the name change. Since Variks believes no one else to be capable of leading the Eliksni, he has taken up that mantle on his own. But we have yet to see him with anything more than his own self-proclaimed title to his name. Eramis seemingly has a larger following than Variks at this point in time. So for the time being, the Fallen have no de facto leader, or “Kell” in this instance, in spite of what Variks has said.
