Bungie currently does not provide any account transfer services, so unfortunately there is no way to transfer content from an XBox account over to a PC account. The only option is to utilize cross save. Just keep in mind that turning on cross save and making your XBox account the primary account means it will override your existing PC account's characters and progress. It doesn't delete them, just makes them dormant.
