That would be a logical thing to be a Banshee quest. Buy a blank(white) weapon of your choice and as you use it it gains XP, after X kills you bring it back to Banshee it levels up in rarity and you chose a perk(s), rinse and repeat until you get to legendary.

That would be so cool. It would give the old guy a point to exist, and think how good you would get devoting that much time to a gun. I could just imagine a pulse I had to grind my butt off to add perks to, and how much I would love it once I finished it. A step further would even be to change each individual perk; do X for handling, Y for reload, Z for Kill Clip, etc.
