Bungie would much rather handle these cases in house. For a time, I offered help by providing the names and proof of hundreds of DoSsers. Not only did it fall on deaf ears, the tools to easily identify the offenders were restricted, and Bungie went so far as to give them privacy options to hide their match history. Bungie doesn’t seem to want help, and would rather this problem be hidden from the community.

Yeah, this is why I don't even bother reporting people anymore, except to Microsoft, because apparently XBL are much more willing and able to catch and ban cheaters, and unlike Bungie, Microsoft actually thank you when someone you reported gets banned (although they don't say who it was who got banned). I collect those like Triumphs. ;P And having been someone who frequented the Xbox PET forums just to read the posts from all the cheaters would try to claim innocence in order to try and get a ban reversed, it was hilarious to see what ludicrous excuses people gave for how this obviously deliberate cheating 'happened'. Often they totally admit to the cheating but still cry and beg and plead, lol. Bungie's system is totally opaque and lacking in any sort of accountability, and people shouldn't be getting Crucible restrictions because of Bungie's bad matchmaking and netcode, nor should cheaters be getting away with lagswitching, drophacking, DDoSing, win-trading, etc. and yet they obviously do.
