Bungie profits from this practice via kickbacks.
It's the only reason they've done nothing about it, why they've even nerfed the lfg section in general, and why you can't report lfg posts anymore

Ok offer a better explanation that makes more sense. Bungie gets a portion of profits and carriers are approved by Bungie. This means their services won't get flagged and their carrier sites will remain operational. This is why foreign carrier services often get shut down within days or weeks of launch, while other destiny carrier services have been around for years - YEARS. Another reason carrier services need Bungie approval is so that they can handicap matchmaking. Easy MM means faster carries, faster carries means more customers serviced. More customers serviced means more profit. That's business baby.

Bungie doesn't get a portion of the profits because the amount of money people make doing it is next to nothing. What they do get is free advertising which is much more valuable. That's why they allow it.

Next to nothing? People are out here paying $40, $60, maybe even $300 or more for some services. This is per weapon too. Carriers are charging full-game prices for one weapon. Bungie has to have their hands in that pot. If there are silent executive types about the studio, you can bet they aren't letting freelance players utilize their product to get filthy rich without seeing a cent of it.

time costs money. and frankly i make over 30 an hour so it would have to be more valuable than that to me and i just don't see anyone more so than kids doing this time vs money isn't worth it.

They don't. People are maybe making thousands on side. Bungie is making many millions on MTXs in their store alone. It doesn't make sense to manufacture the bizarre side hustle that makes next to nothing compared to what they already do. I realize there is nothing anyone can tell you to convince you otherwise. But what you are talking about here simply doesn't happen from companies with profits the size of Bungie. It would be a giant waste of time. It's no different than Nike allowing the resell market of their shoes to make hundreds of millions of dollars a year. Executives are not dipping their hands into the incredibly small market of paid carries. Sorry.

That's why we have human abilities like common sense and novice-level critical thinking, to use these tools to figure out why a practice that supposedly breaks the ToS & code of conduct has had no action taken against it whatsoever since House of Wolves. Still waiting on your better explanation on this but do please reply with another dodge.

Well no one is giving bungie money, they just give them more of a broader audience, streamers youtubers and such have a following, they get more exposure! They the hope is free players will come in and give them money for dlcs and eververse! The only reason they make the new dlcs and now eververse on director is to catch illiterate kids with mommy and daddies credit attached to psn so they just buy it, bad parenting will help bungie profit for sure. “Grow fat with strength” of unsuspecting illiterate children bungie, not anymore of mine!
