I don't think it's better than a shotgunner bum rushing at all. It's far worse. A bum rushing Erentil user gets a kill at 30 meters. A shotgun has to get within 8 meters, unless they're using a slug.
I think shotguns need reliable counters, so fusions need to have a skill gap and some primaries need to be brought up. SMGs and sidearms for example should be consistent shotgun counters, but they aren't, with the exception of Recluse. Erentil literally requires zero thinking.
I think Erentil should be able to kill at 18 to 20 meters with a good shot, and then suffer severe damage dropoff after. Other fusion archetypes should be buffed to be more consistent at their intended range, with Erentil's range being the max and low impact fusion's being the min. The minimum range should be at 10-12 meters so shotgunners are still consistently shut down if they aren't smart about aping. SMGs and sidearms need either more range in some cases or a little bit of forgiveness in others.
So if anything, I say even the playing field in general. Make guns consistent in the right hands. Low impact fusions, any non-precison frame shotgun, SMGs, sidearms, and some hand cannons on console just aren't consistent. Bloom, pellet spread RNG, bad fusion bolt hit detection, etc. shouldn't exist and a gun that fires at 900 RPM shouldn't require 100% precision accuracy for an optimal TTK.
Make guns consistent, tone down outliers, and then hopefully every gun will be able to shine in the right hands, while still having a natural counter.
We might see a little more primary play on console if the bullets didn't miss because of bloom or ridiculous flinch. Heck. We might see more variety in shotguns if pellet spread RNG didn't make aggressives so inconsistent. Why use a shotgun with a terrible follow up shot and terrible handling if it's OHK range is the exact same as DRB? Precision frame shotguns have all the benefits of an aggressive frame but with none of the drawbacks.

Movement speed and map size make shotgunning an easy setup. I’m happy to die to a fusion rifle for a change.

I would be too if I was within 20 meters. And backup plan let's you get 20+ meter kills with virtually no charge time. Mobility isn't an issue then. Mobility also isn't an issue when you only have to close the gap to 30 meters. Yeah, the maps make closing the maps for shotgunning easy, but closing the gap to 30 meters is possible on every map currently in the game.
