It's assigned as reward for completing Warmind, therefore not obtainable via Xur since you cannot get any items tied to a quest from his engram.

Just finished warmind and got to that dialogue with vuvuzela with the exotic rewards, true tho. But the thing is that I have completed warmind only on my hunter/warlock (2 times), but I've got all 3 exotics now (Wormhusk, Verity's and Wormgods), which is weird
