There is nothing wrong with the current enhancement core system, even for new players. I play on both ps4(majority of my time) and PC. I have almost no cores on PC and I still manage to infuse what I need to AND masterwork what I need to.
I have 3 people in my clan on PC who have been playing for maybe 3 weeks. All 3 of them have a minimum of 50 cores because they actually listen to advice instead of the typical forum reply of"I shouldn't have to, it just simply shouldn't require cores to infuse".
If you play smart It doesn't cost hardly any cores to infuse since the majority of the content doesn't require someone to be even close to max power.

If you are trying for the best armor and don't play the raids, you should be using the Reverie armor. It is the only legendary armor, accept for the new raid, that is capable of getting enhanced perks and 3 choices in the middle tree vs 2.
Since I use all Reverie armor I do my dailies and weeklies on my main(Titan) accept for the dreaming city activities that auto reward. When I do the dreaming city weeklies that don't auto reward, I don't claim them.
I then move onto my Hunter and repeat, then to my Warlock and the last thing I do is turn in dreaming city bounties and quests.
If I ended up with higher weapons I go back to character 2 and turn in dreaming city bounties and complete the auto rewarding quests.
Then I login on my Titan again and do the auto rewarding quests and claim my bounties. This doesn't benefit saving cores on weapon enhancements, but it does save cores on armor enhancements because I have yet to get less than 2 different pieces of armor. I usually get 3-4 different pieces doing this.
When I am feeling really patient, I wait until the last possible minute to claim and do Dreaming City quests/bounties because of the chance of getting prime engrams that reward considerably higher than powerful engrams throughout the week.
So my maximum core usage for infusing my preferred weapons and armor is 6 cores for weapons and 18 cores for armor on all 3 characters totaling 24 cores. I get that many cores in a week without using any of the known ways of getting cores. I constantly get "Into the Fray" bounties and if it is one I don't like, I abandon and wait for another
The only people who are experiencing a shortage in Enhancement Cores are the impatient people who think they have to infuse something every time they get something that is 2 points higher. That 2 points isn't going to make a difference in 8/12 activities we always have. The difference between 600 and 650 in Gambit and Iron Banner is so minor it isn't funny.
The new players Shouldn't even be considering infusing until at least 600. The rate at which you gain power prior to hitting 600 is crazy now.
