They are decrypting as soon as you get them, exotics are now much rarer. Year 1 gear you won't be able to get in year 2 is vanguard, crucible, iron banner, trials, gunsmith and ikora gear.

So i can still get legendaries from nightfall and strikes and such?

You can still get the nightfall specific loot, the planetary sets, raid gear, excalation protocol gear and 3 legendary sets on each class.

So even without dlc, players will still be able to get legendaries and not be left in the dust like what happened in D1?

Yeah, you will still be able to get legendaries. All new crucible modes and maps are also free for all players.
