Same here. I also noticed that the icon was not for a single piece like helmet or legs, but instead seemed for the whole armor set. The icon had multiple little pictures on it. I unlocked it and it’s not available to apply anywhere. It’s just gone

Once you unlock it, it removes it from your inventory and you have to open the details of your armor pieces, as if you're going to change the shader or add an ornament. The far right box is where the glows go for that armor piece. If nothing pops up under it that means you do not have a glow for that armor piece.

Also the glow ornament your talkin about i think refers to the class item for your character's. You do need to purchase an ornament glow for each piece. Arms have hand pic, chest a chest pic, etc.
