That's a completely childish view of our system. Politicians lie, or omit certain views when campaigning that they know would make them less electable. It's not like everyone asks a state official what they would do if another state were hit by a hurricane before they vote for them. And if they do, politicians usually try to get around questions like that if they know people won't like their answer. People wouldn't vote for someone who said "I vow to refuse aid to suffering states." It's not unheard of in our country for politicians to do things that we didn't expect them to when we elected them.
