I dont expect a game to have all interesting npcs, but skyrims are just bad. Even the quest giving ones are rarely interesing. Take all of the quest giving npcs from a gamer like the witcher 3, you can usually feel for them, and they seem to actually have feelings.

Yes is is. Ive played the game alot. If you use melee weapons you can win most fights by spamming rb while strafing in one direction, or by sitting very far away shooting a bow 30 times
