I'm not 100% sure about this but I think the blights that spawn taken can put out the fire. I've thrown vortex grenades where blights are appearing and the vortex disappears

I've pre fired and live fired dragon's breath rockets into blights and it works fine. It still works fine on that particular spot outside of Oryx's Court about 3/10 times. I'm just not sure why.
