The solution is this.
New exotic warlock boots.
Exotic perk: grants blink to sunsinger and stormcaller.
Can't see this being over powered or out of character seeing as how warlocks "created" blink in the first place. Honestly I stunned this isn't a thing yet.

I wouldnt even use it. Focused burst is better than blink imo
