What you first of all need to know is that, because of how the game works, everyone is forced to download the full Expansion content, and buying the Expansion unlocks it for you. That is why the download is so small. (You already downloaded the Expansion before.)
With that said, have you checked if the Expansion is already installed and the content is unlocked for you in the game? Just thinking that such a small download perhaps went so fast you didn't notice... Otherwise it sounds like a technical issue and that makes things harder. And I know nothing of how downloads work on Xbox One, unfortunately, so someone else might be of more help then...

Ive never downloaded any of the expansions before. I have compatibility packs and thats it. Ive checked in my downloads and in the game files itself on my system, I can guarantee you that I only own the vanilla game.

Yeah, but that includes the Expansion content. Remember how Destiny 2.0 was huge, like 15 GB? That's because The Taken King was included, whether you've bought it or not. It's just how the game works.

Well, there are plenty of benefits. The possibility to jump straight in on release days without downloads, for example... The only downside being that it takes up space. But back to the real issue then... Is the download, like, pending or something? Any chance deleting it and downloading it again could work? Is there some kind of Library on Xbox if you're having issues downloading directly from the store...? Maybe you could edit the title of this post, let people know the issue isn't resolved yet. We need someone who knows Xbox here...

The real issue is that when it tried to download on my Xbox, it sits at 0% for about a minute then cancels and tells me that it cant be downloaded. Its not even actually in my Xbox yet, its just floating around cyberspace. So I cant delete the file or anything. I was in a chat with Xbox Support for about an hour and a half last night trying to figure it out. What I need is my f*cking $20 back. Im so ill about this.
