Hang out on the shattered coast and they'll appear eventually, similar to the pack of wolves. Or activate a skull and crossbones node if you see one.

Look for the skull-and-crossbones patrol mission. Try to get the one that leads you into winters lair. The Taken baron we beat dropped 3 blue and a purple sublime engram.
