CE-34878-0 Again after initializing PS4. Full setup and error details inside. Please help.

Back in 2014 I had this issue where whenever I connected to any part of Destiny that had other players my game would freeze and I would be kicked to my PS4 dash with the error code in the title. Sony said it was an application issue and Bungie said it was a Sony issue, so I backed up all of my local saves on my PS4 and wiped it. The initialization briefly fixed my problem, fast forward a few months and I'm staring at the same screen. Now every other game I play online works, here are the steps I've taken this second time around in order. 1.) Checked my network settings. My PS4 has a static IP and is in my routers DMZ, so no port forwarding is necessary. I have a type 2 NAT because I am running an Ethernet cable from my Motorola SURFboard SBG6782 to my PS4. My ISP is Shaw Cable in British Columbia, Canada. I have 100Mbs down and 25Mbs up. 2.) Re installed the game BEFORE initializing my PS4. No Change. 3.) Booted my PS4 into safe mode, rebuilt the database of the fresh Destiny Install. No Change. 4.) Booted into safe mode and reinitialized my PS4 after backing up my saved local games. 5.) After re installing all of my games and applications, I tried every single one online and for long periods of time. MLB 15, GTA V, Mortal Kombat, and Battlefield 4 all run online connected to other players with varying NATs just fine. I gave Destiny a shot after reinstalling from the PS Store (I have a digital copy) and it froze in the same place it did before. No Change. 6.) I wish this was a hardware issue, so I took out the hard drive of the PS4 and tested it using Seagate Seatools. My hard drive passed a long and short drive test. It is the stock hard drive, so I have not changed it since I bought my PS4. I'm a technician by trade and I like to think I've done everything I can to troubleshoot the issue. The issue is exclusive to Destiny because all of my other online games work flawlessly online and do not error out at any point. My PS4 has served me well and if I need to hang up my hunter and wait for a fix, that's what I'll do. I just don't want another blame game between Bungie and Sony like last time. If someone from either side could advise me as to what I can do, I would appreciate that very much. Even just acknowledging my issue at this point would be enough. Destiny is the only console game I play and its a bummer to only sit in orbit and stare at my toons. Thank you for reading.

    That is, in fact, a Sony error code, with the following troubleshooting steps, per https://support.us.playstation.com/app/answers/detail/a_id/5111/~/ps4%3A-error-codes Step 1: Close the application, install the latest system software and game update, and restart the system. Step 2: If a PS Camera is connected to the system, remove it and reboot the system, then go to [Settings] > [User] > [Login Settings] and turn "Enable Face Recognition" OFF. Step 3: If you have upgraded the Hard Disk Drive (HDD) in your console, please re-install the original HDD. Step 4: If the error occurs again, back up your saved data, and then go to [Settings] > [Initialization] and choose [Initialize PS4]. Step 5: If the error continues and occurs with every application, or as soon as the application starts, please contact PlayStation Support.
