Omfg another one who doesn't understand damage numbers.
Damage numbers mean what percentage of the possible damage a weapon can do at a specific level. Even though Fatebringer and a 331 damage hand cannon with the same impact have different damage numbers, both will do the same damage to a level 30 enemy. However, the Fatebringer's damage begins to drop off above 30, while the 331 will still do max potential damage up until level 32 enemy.
Same concept as a level 2 Dreg being able to kill you.

By your logic, a level 32 tier one dreg has a 13% higher health pool than a level 30 and can take a 13% harder hit from the same weapon that's at 331 (statistically, i.e. impact) versus one at 300. Same health pool, but will take more damage from a weapon with equal impact if that weapon has the 331 damage level. It's prety hard to put down I words.
