Why did the vanguard allow xür to sell red death?
The red death's grimore says vanguard policy urges guardians to destroy the weapon on site, it's a guardian killer. Then the vanguard goes and let's xür sell it right in front of them at their table. Illuminati???

The vanguard do not control xur and what he can or cannot sell. He sneaks in and sells his wares and then leaves before they figure out what he has done each week.
