Ruin Wings for sure. Anybody who says otherwise is a crucible player.
JK, but not really. Ruin Wings really are awesome. You get 4-7 Gjallarhorn rockets per heavy drop, and they are a lot more frequent. Some people expected to be able to literally main their heavy weapon and found them disappointing, but if you have more reasonable expectations and a gjallarhorn you will basically never have to actually fight a major again, because you can just rocket it. Ruin Wings are great for boss fights also, because you can dump your heavy ammo, kill some adds, and replenish most of it with just one drop.
Saint-14 is cool, but not that useful in high level stuff. If you want to blind enemies you're often going to do just as well with a flashbang grenade, or even better with 2 if you have armamentarium on. Enemies will still throw melees as they enter the bubble so it's kind of dangerous, and there's no guarantee that they will actually enter it. With a flashbang you can stand at a safe distance, blind it and unload at whatever range you want to shoot from.

Armour of light + Saint 14 is THE winning combo for all nightfalls/raids etc. Pop a shield step back and everything walks out in a daze ;) can also sponge most things with armour of light ;) plus, raid boots and guns with ammo perk make ruin wings obsolete imo. :)

Speaking from a knowledge base derived from over 50 raid completions, I can say for sure that it isn't the winning combo. It's good, but it's not THAT good. Armor of light is redundant because you're protected by the blindness and the bubble. On top of that, there are so many hard hitting enemies in nightfall that armor of light does very little to actually protect you. The duration of a flashbang grenade blinding is long enough to take out any enemy unless your DPS is atrocious, and will do it from any range, rather than just close range. Saint-14 only works well with choke points. Ward of Dawn also can't be used that often, whereas flashbangs can be thrown very frequently. Regarding your comments about ruin wings, you're also wrong there. You get way more ammo from each ruin wings drop than you would with surplus & raid gear. Surplus isn't a common perk, particularly on good weapons, and it doesn't increase heavy ammo drop rates, just the amount per drop. 1-2 Gjallarhorn rockets becomes 4-7 with Ruin Wings. The wings do have dry spells, but they're rare. People just complain about them when they happen because they have unreasonable expectations; between doubling the ammo yield on each box and increasing drops the vast majority of the time it does in fact make a big difference in terms of heavy use. You can't main your heavy weapon, but it's a big deal.

With armor of light is it safe to stay inside your bubble even with the delay of blindness?

Not to mention ruin wings are broken as hell. Some runs get loads of drops then on following run not a single heavy drop. And I'm not the only person that sees that so its not "bad RNG"
