As a Warlock I can see this being useful, it would mean we could stand in our puddle for a moment or two longer, which is often a liability for us. Stand in the puddle, get sniped - being able to suspend with our Rift could actually be super useful.
But, then again, Vesper of Radius is one of my favorite Exotics, so I'm kind of biased in this.

Arc soul and booted rift regen when near enemies and also a boost when near allies. Steam will have a worse uptime and is going to be similar to a build you can already make where consuming suspend nade and getting a melee kill with necrotic chains suspend and damage over time. Maybe it will be better, but I don’t see it.

As a mediocre player I can make use of an "Oh shi-" button. Drop rift, suspend enemies, get some healing, get some kills. Plus it's another way for Warlocks to suspend on Prismatic, which right now can only be done with Mateodoxia (I believe.) I dunno, I'm happy to give it a try, I can see it being a fun loop. Not as aggressive as Vesper, no, but still.

Mateodoxia is just a bad exotic. I don’t think excusing it by mentioning how it lets you suspend on prismatic is particularly redeeming. Nor do I think it helps make the new exotic loot better.

I didn't say Mateodoxia was good, I said it was the only way to suspend on Prismatic, and now we have two ways. Or we will in a month, anyway.

I don't plan on using the rift at all. Not a rift exotic... mark it.
