Low FPS on "second" monitor

I've been at this for like 1hr+ and it's boggling my mind. I have two monitors, listed here as primary and secondary. Primary: 3840x2160 (Running at 2560x1440 because of Windows UI issues), 60Hz Secondary: 1920x1080, 75Hz I did not realize until earlier today that the secondary monitor runs at 75Hz, so I made the apparently outrageous decision of swapping the two monitors, favoring smoother framerates over higher resolution, figuring that the lower resolution would work to my benefit, allowing me to possibly run higher settings. I used to run the game at Medium settings all around, and would get fairly consistent 50-60fps depending on where I was. With some running around in Sorrow's Harbor, it'd go anywhere from 45-55. Completely acceptable, but again, if I can smooth it out at a higher refresh rate, I'd like to. On this second monitor with 75Hz and lower resolution, somehow I dropped down to an average of 30-40fps. 50-60 if I'm looking at a wall. Even worse, because I can't hit the 75fps mark, I'm getting screen tearing just heavy enough to be irritating. Naturally, I dropped my settings, and much to my disappointment it did not really help all that much. With everything at low, I'm still hovering somewhere in the 35-45fps range with screen tearing. Specs as listed: CPU: AMD Ryzen 5 2600 GPU: 8GB Radeon RX 580 Series RAM: 16GB I messed with some Radeon settings, turning off things like Anti-Lag(TM) and switching Enhanced Sync both on and off, but I can't really imagine what else might be causing the problem. Mostly, I'm just confused. I feel like in all my life playing games on PC, lower resolution meant higher framerates, even if you were downgrading the resolution. So to move to a lower resolution monitor and have a drop in framerate, it baffles my mind. If I can't find a solution to the problem, I at least want to figure out what is causing the problem, if that makes sense.

    Are you running Destiny in full screen mode? For whatever reason, in a multiple monitor setup, if Destiny isn't full screen it caps the framerate even if you have framerate cap turned off. Also, I'd check to make sure the game is using the correct graphics card, look at the video settings in-game and make sure the VRAM says 8GB available. If it's a low number then it's probably trying to use your monitor as a graphics card or something.
