Hey, If you have a completed Xenology quest in your inventory but Xur is not giving you the dialogue screen to collect the exotic cipher, then you already have a cipher in your inventory and you will have to spend it before you'll be able to collect the one from the quest. Since you already have a quest attached to your character you will not be able to pick up another one this week. You will have to wait until Xur returns next Friday.
