Hey there, As far as I know, I don't know of any solutions to #2 as of right now. But #1 I have run into quite a bit. I believe it's all in positioning, if you are describing the flag I know, then there should be a box or an object you can stand on to get the right angle to be able to interact with the object. Unfortunately that's as far as my knowledge of this glitch goes. Hope this helps, and good luck with the scannables!
