But, here's the problem with that view: Raid Exotics are fine because that's to be expected. With something like Crucible, Vanguard, and Iron Banner tokens, you turn them in and you get stuff for "ranking up". But with what's been implemented with Iron Banner, it comes off as jarring when compared to how it was handled before, where you turned in your Iron Banner tokens to Saladin and you got your loot. Now you have to do a quest just to unlock the right to get an item from him which, again, is very jarring.

It's jarring to some players because it is something that hasn't been done before. It was boring to simply turn in tokens to get all of the new loot on Day 1 of a new Iron Banner. Now, you need to do a quest to get the new loot, which sounds fair, especially since the new quest is quite brief.
it is something that hasn't been done before.
To quote Benjamin "Yahtzee" Croshaw,
"Well yes, demonstrably so, but you know, it's only when you try to do something interesting that you crash and burn in the most spectacular way. You may laugh at the bloke who thought he invented the parachute coat and threw himself off the Eiffel Tower, but what's history going to remember you for, funny man? That time you found a copy of Razzle in a hedge?"
If something has been working fine since, there's no real reason to change it.
Now, you need to do a quest to get the new loot, which sounds fair, especially since the new quest is quite brief.
In fairness, though, I do have to agree with you on this one, if only by a little bit. I do like this idea of doing a quest to get gear, but it should be a supplement - in addition - to the tokens you earn, not a requirement. On paper, I'm sure this idea was fairly nice, but in practice it just doesn't work out for the majority of players, which is to say are not PvP Gods or even okay at PvP. The tokens should be there for those who aren't quite as skilled. Perhaps the quest itself should reward better rolled or even guaranteed god-roll weapons, so that there's an incentive to do it over farming Iron Banner repeatedly to try and (hopefully) find the gun you like.
