The only thing that baffles me is how they can continue to believe that nerfing damage perks will make shitty perks better. It doesn't. But I guess it's a laziness thing again, because instead of re-evaluating all perks and finding ways to make them useful, they just chop the numbers of good ones.
Kill clip and Rampage will still be the go-to perks, just less effective now, and no amount of nerfing damage will make perks like "increases accuracy while airborne" any more useful.
Beyond the perk nerfs, the fact that Recluse is going to remain untouched in Crucible is a bad idea. Everybody who will be joining the Crucible for the first time is going to get shit on so hard by D2 veteran players with old pinnacle weapons.

It was needed. Crowd control before was nice. But it was not 100% necessary. Now, rampage and kill clip are so damn powerful they outshine all exotics and are the only things chased. I remember going after a satrienne rapier with Firefly and outlaw. It was nasty.

It makes them better by comparison. No matter how much they buff bad perks, it's hard for them to see any use when things like rampage are so unbelievably powerful.
