I don't see warlocks or titans ruining game balance like this on a normal basis.

Well that’s kinda what happens to Shards in sudden death and mayhem. Shards regeneration is stacking with the overall increased super regeneration. That results in you instantly regaining your super, A good way to fix is would be to make Shards work like Skull and other super regeneration exotics. Instead of it recharging have it give your energy instantly. That way it won’t stack.
