I cannot unlock the second rune slot even though I have more than enough currency and have opened the chest in menagerie. The quest step says "purchase upgrade for chalice" but when I try to upgrade, I am told "requires quest progress." I even tried equipping another rune in the first slot and going back to menagerie, but it says "players do not have access." it's an endless loop.
