Don’t get why that would be the case. I legit held completed pinnacle rewards for breakneck and loaded questions to boost power for sotp no problem. Why would it be different for only Luna’s howl. Thanks anyway though guys😔

Cept Luna’s wasn’t considered a pinnacle weapon based on a bounty.

The Luna's Howl quest depends on you having hit fabled in the same season to be able to get it, unlike the quests for Breakneck and such.
