Hi there. You can only get this during full curse weeks, which begins today.

I’m referring to Petra’s bounty, that rewards “offering to the oracle”. This is a weekly bounty, and while the queen’s court only opens on full curse week, it’s my understanding that the bounty rewards the offering, during all curse weeks. This should be true, as I turned in the bounty for the offering last week, when the curse was weakest, and received the offering.

Ah, yes, you're correct. The bounty does drop an Offering into your inventory. If it's full, it goes to the Postmaster, however, it gets removed when the weekly reset occurs.

Correct, and, I understand the postmaster functionality, however, neither my consumable inventory, nor my postmaster were full. I simply *didn’t* get the offering when cashing in the bounty.

Just to be sure, are you checking your Postmaster using the companion app or in-game?

In game, but, to be clear, I had plenty of slots available in my consumables inventory, so, it wouldn’t have gone to the postmaster, regardless... and watching while I cashed in the bounty, it didn’t appear at all... it was almost as if the tincture of queensfoil “replaced” it. ¯\_(ツ)_/¯
